2006 Braidwood Economic Performance Survey (click for report)
Released in 2007, this report includes the results of the 2006 Braidwood Economic Performance Survey and represents the economic state of Braidwood as documented for 2006. Where possible it also compares results from Braidwood with results from the Western Research Institute’s Reliance Credit Union Regional Business Survey that measures economic performance across regional NSW.
Economic Analysis of the Oberon LGA
The WRI completed an economic analysis of the Oberon LGA. The purpose
of this report was to determine the economic contribution of agriculture,
commercial and other industrial activities in the Oberon LGA; identify
Oberon’s contribution to the region and state in terms of commercial
and industrial activities; provide recommendations regarding the requirements
to support future economic growth, including demand for suitably zoned
land; identify major issues/impediments to economic development in the
Oberon LGA; and engage with relevant stakeholders.
Lithgow Aquatic Centre Survey
Lithgow City Council has commissioned the WRI to conduct a community
survey regarding attitudes towards the construction of a new aquatic
centre. The survey includes a telephone component as well as a mail
out survey to Council’s community panel. The survey aims to determine
usage of the existing pool, attitudes towards the aquatic centre concept
and the cost of the development.
University of Ballarat
The University of Ballarat has commissioned the WRI to conduct economic
impact and grad retention studies. The reports were delivered in March
2007.
Australian Communications and Media Authority
The WRI completed a project for ACMA on television licences.
Bathurst Regional Council Community Survey
Bathurst Regional Council commissioned the WRI to conduct its 2007 Community
Survey. The WRI surveyed 800 Bathurst residents to gauge community feedback
on a range of services and facilities provided by Council. The final
report was submitted to Council in July 2007.
CSU Dentistry
The WRI was commissioned by Charles Sturt University to undertake an
economic analysis of the impact of the construction and operation of
the new School of Dentistry in inland NSW. The study found that the
construction phase of the project is estimated to generate $52.6 million
in gross regional product, $24.7 million in household income and 906
full-time equivalent jobs when flow on effects are taken into account.
The operations phase (Year 6) is estimated to generate annually $12.3
million in gross regional product, $8.27 million in household income
and 227 full-time equivalent jobs when flow-on effects are taken into
account. The report was released to the media in late July 2007.
Teeth for Health
The WRI was commissioned by Teeth For Health to conduct a survey of
Lithgow residents about fluoridation in the water supply. The WRI conducted
100 telephone surveys which were supplemented by responses from Council’s
Community Panel. A short report on the main findings was prepared and
submitted in June 2007.
Australian Pork Limited
Australian Pork requested an updated assessment of the impact of the
drought on the Australian Pork Industry. The report was submitted to
APL in June 2007.
Economic Impact of BlueScope Steel
The Illawarra Regional Information Service (IRIS) commissioned the WRI
to undertake an economic impact of BlueScope Steel. The final report
was submitted in July 2007.
TAFE Irrigation
The WRI was commissioned by the TAFE NSW Primary Industries and Natural
Resources Curriculum Centre to assess the impact of drought on the workforce
in the irrigation industries of western New South Wales. The project
analysed the impact of the current drought on the workforce in the major
irrigation areas of New South Wales. The report was completed in July
2007.
Orange City Council
Orange City Council commissioned the WRI to undertake the Cadia Valley
Operations Water Assistance Poll. Telephone contact was made with 867
households in the Orange City Council area. The poll consisted of three
questions and a brief summary of the results was prepared. The entire
project was completed in less than two weeks.

Bypass: A New Lease on Life?
This report is the third in the Bells Line Expressway
series and provides an overview of the impact of bypass roads. It uses
cases from national and international literature to identify common
impacts and factors influencing bypass outcomes. The report also includes
three case studies along the Hume Highway which help to identify the
likely impacts of the proposed Bells Line Expressway on communities
along the Bells Line of Road and the Great Western Highway.
Socio-economic Impact of the Bells
Line Expressway on Western Sydney
This report provides an overview of the current and future planning
environment for the Greater Sydney Metropolitan Region, with specific
reference to the impacts of the proposed Bells Line Expressway.
Leadership through Governance and Advocacy
Program: Evaluation
This study evaluated the effectiveness of the Leadership
through Governance and Advocacy Program for the Orange Aboriginal Community
facilitated by Orange City Council.
Destination of On-Campus Graduates of
the Charles Sturt University: 2006 Update
This report updated the original study that was completed
in 2004, which examined the relationship between home location and initial
employment location of students at Charles Sturt University.
Economic Analysis of the Oberon Shire
This report outlined current and potential future economic activities
in the Oberon LGA and in particular, the township of Oberon. This information
is intended to: provide an understanding of the Oberon Shire economy;
identify economic and demographic trends, strengths, weaknesses, opportunities,
threats and needs; provide stakeholder opinion; and define land use
requirements.
Regional Development in Central West
NSW: Water the Real Constraint
This study provided analysis of the costs and benefits associated with
raising the wall of Lake Rowlands Dam to increase water supply to Orange,
Cabonne, Cowra and Cadia Valley Gold Mining Operations (Newcrest Mining
Ltd). Consideration was also given to the environmental and social impacts
of the proposal.
Survey of Crime and Safety in Orange
The WRI was commissioned for the second time by Orange City Council
to provide a report on crime and safety in Orange. The project included
two stages: 1) the analysis of crime statistics in the Orange LGA compared
with the Central West and NSW; and 2) a survey of residents.
Dubbo
Community Stormwater Survey
Dubbo
City Council commissioned the WRI to conduct an analysis of the results
of its annual Community Stormwater Survey. The aims of the survey are
to assess awareness and satisfaction with Council's stormwater initiatives,
perceived value for money regarding the stormwater levy and identify
important local issues related to pollution and flooding. In addition
to analysing past results, the WRI worked with Council to develop an
improved questionnaire to be used biannually from 2007.
Cowra Shire Enterprise
Zone Model
Enterprise zones include a
range of policy instruments which are applied to a geographic area to
encourage economic activity. An EZ model developed for the Cowra Shire
showed that an enterprise zone can benefit the Commonwealth, businesses
and the community. A paper regarding the model has been published in
the August edition of the Farm Policy Journal.
Barwon Darling Enterprise Zone Update
The WRI was commissioned by the Barwon Darling Alliance to update the
2003 Barwon Darling Enterprise Zone model. The model shows how tax and
other credits to businesses employing long-term unemployed persons can
benefit the business by reducing short-term risk, the Commonwealth by
reducing welfare payments and the community by improving social wellbeing.
Bathurst Bus Survey
The NSW Ministry of Transport commissioned the WRI to undertake a survey
of the Bathurst community about bus services. The study included two
surveys conducted with bus users and the wider community to gauge perceptions
of the service and identify needs that can be addressed through bus
service reform.
Economic Impact of BHP Billiton
The Illawarra Regional Information Service (IRIS) subcontracted the
Western Research Institute to estimate the economic impact of BHP Billiton
on the Illawarra and Wollondilly regions.
Economic Impact of the Drought on Bourke
The current drought has had a major impact on business and community
across Australia. This report examined the economic and social impacts
of the drought in the Bourke Shire. The evidence indicates that if the
drought does not break or assistance is not provided, Bourke may not
be able to recover.
Assessment of Childcare Demand
The WRI undertook a study to determine demand for chilcare facilities
in a range of regional centres across NSW. The report examined supply
and demand in terms of the age of children, type of care required, population
growth and labour force participation.
Economic Impact of the Menindee-Pooncarie
Road Update
The Central Darling Shire Council commissioned the WRI to update the
2001 study into the economic impact of sealing the Menindee-Pooncarie
Road. The report estimates the impact in terms of increased tourism
potential and the opportunity for agricultural expansion.
Northern NSW Fluoridation Survey
The Western Research Institute conducted a telephone survey of residents
across the Lismore City, Ballina, Byron Bay and Richmond Valley shires
in northern NSW. The survey assessed community attitudes towards fluoridation
of the public water supply in the areas supplied by Rous Water.
The Role of Education for Sustainability
in VET
The growing recognition of the interconnectedness between social, economic,
political and environmental issues has created a need for environmental
knowledge and understanding to be embedded in the development of practical
skills. This study, conducted for NCVER, examined the role of the Australian
vocational education and training (VET) sector in Education for Sustainability
(EfS).

2005 |
Socio-Economic Impact of the Pork Industry
In 2002 Australian Pork Limited (APL) commissioned the Western Research
Institute to develop input-output models that could be used to estimate
the socio-economic impact of the domestic pork industry. A total of
ten input-output tables were constructed at the national, state and
regional level. This project involved an update of the impact figures
using the new 1998-99 National table released by the Australian Bureau
of Statistics and the latest industry information held by APL.
Economic Impact of Charles Sturt University
Charles Sturt University commissioned the Western Research Institute
to estimate the economic impact of CSU in terms of the income and expenditure
of the four main campuses plus the expenditure of non-local students.
These impacts define the monetary contribution CSU makes to each of
the regions where campuses are located.
The Economic Impact of TAFE NSW, Western
Institute
TAFE NSW, Western Institute commissioned the Western Research Institute
to estimate the economic impact of TAFE in terms of the income and expenditure
of the campuses plus the expenditure of non-local students. These impacts
define the monetary contribution TAFE NSW Western Institute makes to
each of the regions where campuses are located.
Study on the Forestry Industry
in the Central Tablelands and Oberon Shire
This project consisted of three studies: (1) development of comparable
economic indicators from which the relative merits of both the Forest
Plantation and Timber Industry and the Rural Subdivision industries
can be compared; (2) a literature review of the perceptions of the broader
community towards plantation forestry, and; (3) establishment of a baseline
understanding of perceptions of the Timber Industry in the Oberon Community.
Delta Electricity - Regional Community
Research
The latest in an ongoing research campaign by Delta Electricity which
monitors community perceptions of the company. The report includes measures
of recognition, perceptions, support, concerns and the importance of
Delta to the community.
Submission to the Prime Minister's Taskforce
on Biofuels
The Western Research Institute prepared a submission for the Prime Minister’s
Taskforce on Biofuels for Renewable Fuels Australia. The report used
input-output analysis in conjunction with statistical analysis to compare
the costs and benefits increased biofuel manufacture and use in Australia.
The report examined changing oil prices; increasing concern about greenhouse
gases; impact of air quality on health; the importance of regional and
rural development; and the deterioration of Australia’s balance
of payments. Results showed that biofuels can not only have a significant
effect on the sustainability of regional Australia but can also save
billions of dollars each year in health expenses.
Economic Impact of Australian Paper
The WRI has recently completed an economic impact study for Australian
Paper. Australian Paper has paper manufacturing mills in Tasmania, Victoria
and New South Wales, which combined can produce up to 810,000 tonnes
of assorted paper types annually. The report showed that Australian
Paper makes a significant contribution to the Australian economy.
Mid Western Regional Council Economic
Research
The Mid Western Regional Council commissioned the Western Research Institute
to provide economic research services that will assist in the preparation
of their development strategy. These services include a shift-share
analysis to identify the outperforming industries in the Mid Western
Region and the construction of an updated input-output table based on
the old Mudgee table.
Economic Impact of Wilpinjong Mine
As part of the WRI’s ongoing agreement with the Mid-Western Regional
Council, an economic impact of the proposed Wilpinjong Mine was conducted.
Figures from a report by Gillespie Economics were used to estimate the
impact of the mine using the Mid-Western Region input-output table.
The aim of the exercise was to verify the economic impact results reported
by Gillespie.
Super Cheap Auto 1000
AVESCO events commissioned the WRI to undertake a survey of around 200
race patrons during the 2005 Super Cheap Auto 1000 held 6-9th October
at Mt Panorama. The survey was designed to profile attendees at the
event and to measure the success of various marketing initiatives undertaken
in the promotional campaign.
Economic Impact of the Bells Line Expressway
Three reports have been prepared for the Bells Line Action Group which
evaluate the proposal for a four lane highway between Penrith and Lithgow
to the Central West. The aim of these reports is to estimate the economic
impact of the proposed expressway on the Central West; assess the perceived
issues, benefits and problems with the proposal in the Western Sydney
and Hawkesbury areas; and to assess the community concerns of other
towns impacted by highway development, such as the Southern Highlands.
Central West Profile
In 1996 the Central Western Regional Development Board released Central
West Invest which was a profile of the region aimed at promoting business
investment in the region. The WRI was commissioned the to develop an
updated and more targeted version of the original brochure. The profile
has been developed in conjunction with Sauce Design of Orange to provide
the Central Western Regional Development Board with print and web-based
promotional material.
Evaluation of the Eurobodalla Small Communities
Access Project
South East NSW Division of General Practice Ltd commissioned the WRI
to undertake an evaluation of the Eurobodalla Small Communities Access
Project (ESCAPe) in Moruya on the South coast of New South Wales. The
project involved the review of past evaluations of the project and a
training day which focuses on the implementation of the Evolving Evaluation
Framework developed by the WRI in 2004.
Tertiary Education in and for the Lachlan
Learning Region of New South Wales
The Lachlan region Shire Councils and the Central West Regional Development
Board commissioned the WRI to develop a model for enhanced access to
tertiary education in the Lachlan region. The model received overwhelming
support and representatives from Council, Government and business are
now looking to develop a comprehensive business plan and feasibility
study for the model.
Analysis of Results: Charles Sturt
University Student Survey
The Western Research Institute recently analysed results from a CSU
student survey to determine key issues in the student population. Questions
in the survey ranged from information sources consulted when choosing
tertiary education institution to impressions of CSU as a place to study.
The results of the survey will be used by the CSU Division of Marketing.
Fluoridation of Mudgee Gulgong Water
Mid-Western Regional Council commissioned WRI to conduct a household
survey of the residents of Mudgee and Gulgong to analyse community perceptions
regarding the fluoridation of town water. The survey included a random
sample of 500 respondents. The results of the survey will be used by
Council to make an informed decision about the future fluoridation of
town water.
Statistical Update for the Central West Catchment
Management Authority
The WRI conducted a brief survey of available recent statistics for
the Central West Catchment area. These included population, average
taxable income and labour force data which were used by the Central
West CMA to plan and manage water resources in the region.
Potential Job Seekers in NSW
The Central West Community College commissioned the WRI to
examine DEWR Labour Market Service Data 2006 in the Western NSW labour
market region. The report included the methodology used by DEWR to calculate
the pool of potential job seekers, analysis of attrition rates throughout
the job seeker process, projections for attrition rates throughout the
job seeker process to December 2008 and information on the skills shortages
situation in regional NSW.
Enterprise Learning in TAFE
The WRI conducted initial research into the "Cross discipline approaches
to Enterprise Education in VET" program. The program intends to
encourage staff to partner with industry to develop students enterprise
focus. The research included teacher and student questionnaires in an
evaluation format.

Evaluation of the Hastings Crime Prevention
Strategy
Hastings City Council commissioned the Western Research Institute to
conduct an evaluation of the Hastings Crime Prevention Strategy. This
evaluation measured the extent to which the strategy achieved its objectives
and identified ways in which the strategy could be improved. The research
was based on interviews with key stakeholders and a review of available
crime statistics.
Evolving Evaluation Framework
The Mid-Western Area Health Service commissioned the Western Research
Institute to provide an evaluation framework for the Regional Health
Services (RHS) program. The Evolving Evaluation Framework provides a
basic understanding of what evaluation is and how it can contribute
to best practice community healthcare. The framework is based on simple
forms that can be completed as part of the planning process. The content
of these forms then forms the basis of evaluation reporting.
Macquarie Area Health Service - evaluation
of Regional Health Services Program
A quality report on each of the services provided under the Commonwealth
Regional Health Services Program. The report was based on evaluation
material, contracts, planning and other documents provided by MAHS as
well as materials gathered by the WRI. The WRI also provided training
for 20 staff in the use of the evaluation framework.
Dunedoo Woodland Learning Center: Feasibility
Study and Marketing Plan
The Dunedoo Woodland Learning Center is a 25ha block of rare Grassy
Box Woodlands on the outskirts of Dunedoo. This report examined the
potential of the site to be used as a tourist attraction and educational
facility that could support the economic development of Dunedoo. Estimates
of revenues and costs associated with the Center indicate that there
is scope for the Center to be developed as a community based organisation.
The staged development of the Woodland Learning Center would allow the
DWLC to progressively build upon the strengths of the site to eventually
become a facility that appeals to both tourists and schools.
Riverina Regional Profile
A web based statistical profile of the Riverina Region of NSW. The profile
includes demographic, indigenous, education, industry, employment and
economic analysis of the region. The site can be viewed from the Riverina

Economic and Social Impact of the Brewarrina
Motel Complex
The economic impact of a proposed motel complex at Brewarrina was
estimated using input-output analysis, which can be used to estimate
the direct and flow-on effects of the motel on the local economy. On
average the economic benefits generated by the Brewarrina motel are
about two times the cost of running the motel. Evidence suggests that
investments in Brewarrina’s tourist related industries have the
potential to generate greater economic benefits for the local community
than would investments in other industries.
Economic Impact of Proposed Pig Meat
IRA Changes
Australian Pork Limited commissioned the Western Research Institute
to estimate the economic impact of the draft quarantine requirements
on the domestic pig production and processing sectors. This study assessed
the economic impact of post-weaning multisystemic wasting syndrome (PMWS)
and porcine reproductive and respiratory syndrome (PRRS) being introduced
to the Australian pork industry.
Economic Impact of the Closure of Lawrence
Hargraves Drive
The Illawarra Regional Information Service (IRIS) subcontracted the
Western Research Institute to estimate the economic impact of the closure
of Lawrence Hargraves Drive on local businesses and the community. Lawrence
Hargrave Drive is a designated tourist route that passes through Thirroul
and along the coastline up past Stanwell Park, where it joins the Princes
Highway. The section of Lawrence Hargrave Drive between Coalcliff and
Clifton has a long history of rock falls and has been closed since August
2003.
Economic Impacts of BlueScope Steel and
Kiama Holiday Parks
The Illawarra Regional Information Service (IRIS) subcontracted the
Western Research Institute to estimate the economic impacts of BlueScope
Steel on the Illawarra region and Kiama Holiday Parks on the Kiama region.
Wellington Schools Priority Action Program
The NSW Department of Education commissioned the Western Research Institute
to be the academic partner in the Priority Action Schools Program at
Wellington Public High School and to assist them with the self-evaluation
of the program. The Priority Action Schools evaluation was based upon
a series of assumptions regarding the value of schools undertaking,
in their local contexts, change strategies, which will positively affect
student learning outcomes.
Business Retention and Expansion Survey
As part of the Community Partnerships Program (CPP) the Department of
State and Regional Developments (DSRD) Business Retention and Expansion
Survey was conducted in the local government areas of Parkes and Blayney.
The Business Retention and Expansion Survey was developed as a means
of identifying a baseline of economic development in the Parkes and
Blayney Shires through the capture of data relating to both current
and future needs in local economic development.
The Destination of on-campus graduates
of Charles Sturt University
The Office of Planning and Audit at Charles Sturt University commissioned
the Western Research Institute to examine the initial employment location
of graduates from Charles Sturt University. The project examined the
home location of internal undergraduate students and compared this to
the initial employment location of graduates.
CWACC Strategic Regional Plan Review
The Western Research Institute was commissioned by the Central West
Area Consultative Committee (CWACC) to help them prepare a Strategic
Regional Plan for 2004-2007. The process included a review of strategic
plans in the Central West, review of existing data on the Central West,
contacting key stakeholders in the Central West business and development
of a draft plan.
Market Research into LPG as a Home Fuel
Source
Elgas planned to begin a new marketing campaign in 2004 to promote the
use of liquid petroleum gas (LPG) as a home fuel source. As part of
this campaign, the WRI conducted market research into consumer understanding
of LPG and the advantages of LPG compared to alternative fuel sources.
Enhancing Opportunities for Immigration
in the Cowra Region
TAFE NSW Western Institute commissioned the WRI to investigate the feasibility
of attracting immigrants from overseas to the Cowra region to overcome
skill shortages and therefore enhance the economic development of the
region. The study included a literature review and a number of in-depth
interviews to determine an appropriate model for the Cowra Shire.
Evaluation of the Orange Christmas Street
Party
Orange City Council commissioned the Western Research Institute to measure
community and business perceptions of the Orange Christmas Street Party
held in Summer Street each December. The study included 266 household
surveys with residents of Orange, Blayney and Molong and 33 business
surveys of businesses along Summer Street.
Dementia
Frank Whiddon Masonic Homes (Illumba Gardens) commissioned the Western
Research Institute to estimate the net benefit of the proposal to provide
respite care at Ilumba Way.
Lithgow Profile and Retail Analysis
Yooralla Developments commissioned the Western Research Institute to
prepare an economic profile of Lithgow, with a focus on the retail market.
The Lithgow economic profile was based on Australian Bureau of Statistics
information and it highlighted the advantages of the area as an investment
location. The retail analysis assessed the level of out shopping and
the potential for investment in the retail sector.

2003 |
Economic Impact of the Drought
Australian Pork Limited (APL) commissioned the WRI to conduct an economic
impact of the drought on the pork industry. The current drought was
expected to have a significant impact on the Australian pork industry.
Innovation Support Services
The NSW Department of State and Regional Development commissioned the
Western Research Institute to conduct a study into the demand for innovation
support services in Western NSW, current service delivery and ways in
which service delivery might be improved. The results of the study show
that strategies should be developed to increase the utilisation of innovation
support services so as to promote economic development in the region.
The main strategies recommended are to promote the value of innovation
support services, improve access to innovation support services and
increase interaction among related firms.
Evaluation of Operation Never Again
Orange City Council commissioned the Western Research Institute to conduct
an evaluation of Operation Never Again, which is a break and enter crime
prevention program that was implemented in Orange in 2001. The results
showed that Operation Never Again has successfully reduced the level
of break and enter crime in Orange. Indeed, there has been a highly
significant decline in the number of “first time” and repeat
break and enter crimes in Orange since the program was introduced in
2001.
A Sustainable Future: Innovation in Training
for the Agriculture Sector
The Central West Community College participated in a Board of Vocational
Education and Training to examine training issues facing the agricultural
industry. The College contracted the Western Research Institute to conduct
the research phase of the project.
Central West Industry and Employment
Analysis
The Central Western Regional Development Board commissioned the Western
Research Institute to conduct a shift-share analysis for the Central
West region of New South Wales to identify the underlying causes of
employment growth in selected industries.
Orana Aged Care Retirement Needs Study
The Orana Regional Development Board commissioned IBIS Consulting and
the WRI to develop an aged care retirement needs study for the Orana
region. The main role of the WRI in this project was to organise community
and stakeholder focus groups in Coonabarabran, Dubbo and Nyngan and
a focus group with indigenous elders in Walgett.
Economic Impact of the Mudgee Abattoir
Mudgee Shire Council commissioned the Western Research Institute to
construct an updated input-output table for the Mudgee Local Government
Area and to conduct an economic impact analysis of the Mudgee Abattoir
using that table.
The Barwon Darling Enterprise Zone
The Barwon Darling Alliance commissioned the Western Research Institute
to develop an enterprise zone model for the Barwon Darling region, which
includes the Bourke, Brewarrina, Central Darling, Coonamble and Walgett
Shire Councils. The objectives of the Barwon Darling enterprise zone
are to generate employment, increase business investment, reduce unemployment
for indigenous persons and the long-term unemployed and increase the
proportion of the population that hold post-school qualifications.
Cabonne Shire Council Structural Reform
Submission
Cabonne Shire Council commissioned the Western Research Institute to
prepare material to evaluate the Council’s position and support
their structural reform submission to the NSW Minister for Local Government.
Securitisation of Agriculture
The Rural Industries Research and Development Corporation (RIRDC) commissioned:
Dr T M Dwyer, Asia Pacific School of Economics & Management, ANU;
R K H Lim, Bob Lim & Co Pty Ltd; and Tom Murphy, Western Research
Institute to provide a reference document and a research platform for
the progressive take-up and commercialisation of securitisation techniques
in Australian agriculture. The main role of the WRI in this project
was to conduct interviews with farmers and representatives in the rural
finance industry in the Central West.
Economic Impact of the WIN Sports and
Entertainment Centres
The Illawarra Regional Information Service (IRIS) subcontracted the
Western Research Institute to estimate the economic impact of the WIN
Sports and Entertainment Centres. These Centres attracted over 680,000
attendance days during 2002-03 for a range of sporting events, concerts,
exhibitions, conferences and other recreational events. This project
required the construction of an input-output table for the Illawarra
region, which was then used to identify the economic benefits generated
by the two centres in terms of employment, household income and gross
regional product.
Review of Local Government Management
Plans
The NSW Department for Commerce commissioned the Western Research Institute
to review the five-year Management Plans of 62 Local Government Councils
in New South Wales. The purpose of this project was to construct a database
of capital works or valuation project opportunities for the Riverina
Western Region of the NSW Department of Commerce. The completed database
was stored on a compact disc and submitted to the Riverina Western Region
of the NSW Department of Commerce.

Forbes Saleyards: Market Assessment
Forbes Shire Council commissioned the WRI to conduct a market assessment
study for the establishment of a new livestock-selling centre at Darroobalie,
near Forbes. The project involved a survey of stakeholders in the current
Forbes saleyard to identify their needs and usage intentions with respect
to a new saleyard facility. Information from the ABS, ABARE and the
National Livestock Reporting Service was used to estimate livestock
throughput and revenue for the new saleyard facility.
Building Women's Employment Opportunities
The WRI completed a report for the Department for Women investigating
employment opportunities for women in regional areas. A skills audit
to examine the preferences of employers in the central west was conducted
as part of the study.
Community Perception Survey
Delta Electricity commissioned the WRI to evaluate the community
perceptions of their organisation in the region. The project included
interviews with key stakeholders and a telephone survey of the community.
Survey of Crime and Safety in Orange
The WRI completed a report on crime and safety in Orange for the Orange
City Council. The survey was a repeat of a study conducted in 1998 with
the report analysing the trends between the two periods.
Walgett Aboriginal Employment Strategy
The WRI was commissioned by the Western Institute of TAFE to facilitate
the establishment of a Walgett Aboriginal Employment Strategy, based
upon the Moree Aboriginal Employment Strategy. The process involved
co-operation between Walgett employers and the Walgett Aboriginal community.

Cost Structure of Regional Airlines
The WRI conducted a survey of regional airlines in NSW to identify their
cost structure and the level of government influenced costs and charges.
The report was prepared for the NSW Air Transport Working Party.
Orana Industry and Employment Analysis
The WRI completed an analysis of Industry and Employment within the
Orana region. The data was analysed at a local government level as well
as the region overall and were presented in a series of hard copy reports
and as a CD-ROM.
Economic Impact of Bathurst Saleyards
The WRI was commissioned by Bathurst City Council to determine the economic
impact of the existing Bathurst saleyards and the expected economic
impact of a regional saleyard in west Bathurst. The analysis was conduced
using input-output tables and interviews with key stakeholders.
Regional Review
The Inland Marketing Corporation (IMC) and the WRI worked on a joint
project that developed improved indicators of the development of inland
NSW. The project included the development of a regional review for 2000
that was used as a benchmark for future reviews. The review included
statistics from recognised sources such as the ABS and DEWRSB as well
as other sources such as the RTA, educational institutions and Department
of Fair Trading.
